Adding Additional Guidance

In many cases, a citation alone does not contain all of the information necessary to tag a mandate. This can be due to the presence of stubs, an untaggable term, or a need for additional context. In such cases additional guidance will need to be added. This is done by adding text to the box in the Tagging workflow. [MAY WANT TO ADD EXAMPLES.
