When a new term is needed

Create a new term if:

A word or phrase represents a net new concept;

a word or phrase is needed in order to create a new Common Control;

a word or phrase is widely used throughout a document AND:

• appears in or directly corresponds with a Common Control

• conceptually cannot be adequately expressed without a formal definition

• is a proper phrase (i.e. don’t tag ‘information’ and ‘security’, tag ‘information security’)

• is taggable and appears in the Glossary or Definitions section of the document
