Missing and Duplicate Citations
A hierarchy may be sent back if there are missing or duplicate citations. Missing citations are material citations that appear in the document, but are not found when reviewing the hierarchy. 'Material' citations in this sense are citations that are either stubs or those which contain mandates.
When a citation is found to be missing the approver will return the hierarchy with the reference of the missing citation, and a Citation Mapping task is completed to create the omitted citation.
Approvers also look for duplicate citations - instances of the exact same citation appearing more than once. Duplicate citations can be remedied with a Remove Citation task.
