Scenario	As a UCF Mapper, I search the third-party dictionaries. When I selected my preferred term and definition, I can add the the term to Compliance Dictionary.
Use Case	A UCF Mapper can use the UC 4.0 Dictionary to submit third-party sourced terms and definitions to Compliance Dictionary for Mapping purposes. When a UCF Mapper submits a third-party sourced term and definition to Compliance Dictionary an approval flow is triggered. Once the term request is approved, the term is added to Compliance Dictionary. The UC 4.0 Dictionary must be able to search for third-party sourced terms, submit term requests to Compliance Dictionary for approval, and handle Compliance Dictionary approval flows.
