Many, if not most, citations contain more than one mandate. In such instances each mandate must be tagged separately.
For example, the citation 'Establish procedures for creating, reviewing, and terminating third-party contracts', you will need to tag one mandate for creating third-party contracts, one for reviewing third-party contracts, and a third for terminating third party contracts. Each of these three mandates will match to its own control. If these items were tagged together then it would only match to one control, thus leaving the other requirements unsatisfied. We may want to add visual examples of multiple mandates
