Do we track when ADs are removed from CCH lists?

We don't track prior state of lists, only what's currently in them.

When an AD is removed from a list, the row in auth_doc_list_authority_docs table gets deleted.

Will we track when ADs are removed in the new APP world?

Yeah, we do everything with soft deletes in the new app.

We need to bring that functionality over to the new app still, but the policy there has been implicitly soft deletes so we don't end up with gaps in data or anything weird
