The first thing that an approver will look at when reviewing a citation hierarchy is that the citations are in proper order. Citations are arranged by dragging and dropping.

Citation Reference order should mirror that of the source document. When there are multiple mandates in a citation we arrange Citation IDs in ascending order.

Bullets, sub-bullets, and lettered or numbered citations should be placed below their parents in a lower level level of the hierarchy.
