As the name implies, informational citations provide supplemental information, guidance, or context. These citations do not contain mandates, and are not precursors to fuller citations. Although informational citations can be important for providing guidance or context to the reader, in larger documents they may be omitted to better highlight mandates.
The citation below is an example of an informational citation. You will notice that instead of the word 'shall' the word 'can' is used. This citation is designed to give organizational representatives ideas for ways that the governance structure can be further broken down, however these are not formal requirements.

Note: When tagging Privacy Regulations, we follow the same general rules as other documents except that some citations, such as "This section shall not apply to," may contain mandates, whereas, in other documents, such citations would be informational.
